2025 Advocacy Snapshot

With the start of the new year comes Connecticut’s General Assembly session. This year, CTCPA has a range of topics that we will be pushing, as well as some other initiatives we plan to be involved in. Here's a snapshot of some of our initiatives:

Modernizing CPA Licensure and Mobility; Reducing CPA License Fees

We’re pushing to streamline CPA practice privileges (mobility) by eliminating some of the administrative hurdles. This initiative includes three alternative pathways to licensure, providing flexibility while maintaining rigorous standards. The three pathways include:

  1. Master’s degree plus one year of general experience and passage of the CPA exam.
  2. Bachelor’s degree plus 30 credit hours, plus one year of general experience and passage of the CPA exam.
  3. Bachelor’s degree plus two years of general experience and passage of the CPA exam.

We're also advocating reducing CPA licensure fees to $100 annually, which would make Connecticut more competitive with other states.

Improving Audit Appeals Processes

Connecticut’s tax audit appeals create significant challenges for taxpayers and practitioners alike. We’re advocating for:

  • Establishing timeframes to resolve appeals, with the option for unresolved cases to proceed to Superior Court.
  • Developing clear communication protocols between the Department of Revenue Services (DRS) and taxpayers to keep cases moving.

Fair and Efficient Tax Practices

To ease tax compliance and reduce administrative burdens, we’re proposing:

  • Adjusting non-Connecticut bond premium amortization rules to eliminate double taxation.
  • Tying Connecticut’s interest rates on tax assessments and refunds to federal rates, ensuring fairness for taxpayers awaiting appeal outcomes.

Increasing State and Federal Alignment in the Nonprofit Sector

We’re working to align Connecticut’s single audit threshold with federal standards, raising it to $1 million. We are also requesting that the Office of Policy and Management modify its cost standards to eliminate unnecessary and burdensome reporting requirements.

Expanding Focus to Artificial Intelligence and Data Privacy

In addition to the initiatives above, two additional issues impacting the CPA community are expected to move through the legislature this year: artificial intelligence and data privacy. Both topics fall under the same legislative committee overseeing CPA licensure matters, and we will work to ensure the profession’s voice is heard as policies develop.
